The Solar Prosumer Guide: Energy Independence in Moldova

Everything you need to know about Net Billing, technical approvals with Premier Energy and RED Nord, and how Volt Master manages 100% of the paperwork.

  • 100% turnkey dossier included with any kit
  • 30–45 calendar days
  • Premier Energy & FEE Nord (RED Nord)

Legal Framework: Law No. 10/2016 and the Net Billing Mechanism

Effective January 1, 2024, the Republic of Moldova officially transitioned from legacy Net Metering to the modern Net Billing mechanism.

The prosumer status (active consumer) allows private homeowners and commercial businesses to produce solar power for self-consumption and export daytime and summer surpluses directly into the electrical grid.

Exported power is accounted for in Moldovan Lei (MDL) at regulated tariffs established by ANRE. During nighttime and winter months, you draw against your accumulated balance. At the end of the settlement year (March 31), any remaining surplus is paid out directly or rolled over.

Allowed Capacity

For residential properties: up to your contracted connection capacity (typically 5 to 25 kW). For commercial businesses: up to 200 kW.

Zero Bureaucracy for You

Volt Master includes all engineering documentation in every turnkey kit: electrical design, lab test protocols, ANRE inspection, and supplier contract.

Free Bidirectional Smart Meter

The distribution system operator installs a modern smart meter equipped with a GSM modem for automatic real-time telemetry.

Connection Timeline: From First Call to Your First Zero Energy Bill

The standard process takes between 30 and 45 calendar days. Volt Master manages every technical step.

On-Site Technical Audit and Grid Connection Application (Aviz de Racordare)

10–15 business days Volt Master Engineer + Premier Energy / RED Nord

Our engineer visits your property, audits roof orientation and electrical panel capacity. We assemble the official paperwork and submit the technical permit application to the distribution operator.

Outcome: Official Connection Permit (Aviz de racordare) with approved generation capacity.

Single-Line Electrical Design and Engineering Documentation

3–5 business days Licensed Volt Master Electrical Designer

Certified electrical engineers draft the technical blueprint: single-line wiring schematic, AC/DC wire gauge calculations, inverter configuration, surge protection (SPD), and grounding circuit compliant with ANRE safety standards.

Outcome: Stamped and approved technical engineering project.

Hardware Delivery and Certified PV System Installation

1–3 work days Volt Master Certified Mounting Crew

We install heavy-duty aluminum mounting systems, lay Tier 1 Longi Solar monocrystalline panels, mount the Deye or Huawei inverter, wire the safety breaker enclosure, and make all secure AC/DC connections.

Outcome: Fully assembled solar power system ready for safety testing.

Accredited Laboratory Testing and Technical Protocol Issuance

2–3 business days Accredited Electrical Testing Laboratory

A state-certified electrical laboratory performs mandatory safety inspections: ground resistance testing, phase-to-neutral loop impedance, cable insulation testing, and breaker trip verification.

Outcome: Official test reports (buletine de încercare) required by the DSO.

ANRE State Inspection and Delimitation Act Signing

5–10 business days ANRE Inspector + DSO Representative + Volt Master

State energy regulators and grid inspectors examine the installed installation on site against the approved blueprint. The Commissioning Act and Delimitation Act are signed.

Outcome: Official Admission to Commissioning Act approved by ANRE.

Smart Meter Installation and Net Billing Contract Execution

3–5 business days Premier Energy / FEE Nord + Homeowner

The distribution company installs and seals a bidirectional smart meter with cellular telemetry. You sign the standard Net Billing agreement with the energy supplier. Solar export officially begins.

Outcome: Congratulations! You are officially an active prosumer.

What documents does the homeowner need to provide?

The process is hassle-free for you. You only provide four basic property documents, while we take care of the rest:

Documents from you (just 4 items):

4 documents
  • Copy of the property owner's national ID card (Buletin).
  • Real estate registry extract (Extras bun imobil, issued within 12 months) or deed of ownership.
  • Most recent electricity bill (Premier Energy or FEE Nord) with NLC number.
  • Simple power of attorney authorizing Volt Master engineers to handle government filings.

What Volt Master prepares and handles (100% included in turnkey price):

Turnkey
  • Application and documentation for the Connection Permit (Aviz de Racordare).
  • Official electrical engineering blueprints and Single-Line Schematic.
  • Technical datasheets and CE conformity certificates for Longi panels and Deye/Huawei inverters.
  • Accredited electrical testing laboratory protocols.
  • Full support during ANRE and DSO on-site commissioning inspections.
  • Final documentation package for your Net Billing supplier contract.
100% included in turnkey solar kit price — no hidden fees or extra trips.

Why choose Volt Master's turnkey documentation package?

If applying on your own:

Risks and red tape
  • 15+ separate in-person visits to Premier Energy, engineering bureaus, and testing labs.
  • High risk of rejection due to minor electrical schematic discrepancies.
  • 3 to 6 months wasted navigating administrative back-and-forth.
  • Unexpected out-of-pocket expenses for lab tests and blueprint revisions.

With Volt Master turnkey service:

Guaranteed result
  • One single signature: we handle every single filing, inspection, and bureau visit.
  • Contractually guaranteed connection and commissioning.
  • Reliable 30–45 day timeline for the entire technical procedure.

Frequently Asked Questions about Solar Prosumers in Moldova

Technical and regulatory clarity on Law 10/2016, Net Billing, and surplus settlement.

Until late 2023, surplus electricity was credited to your account as physical kilowatt-hours (1:1 Net Metering). Starting January 1, 2024, under Law 10/2016, Moldova adopted Net Billing: every kWh exported to the grid is monetized in Moldovan Lei (MDL) at ANRE-regulated market rates. This balance credits your account and automatically covers power consumed at night or during the winter season.

For all customers purchasing a turnkey solar kit from Volt Master, the complete prosumer technical documentation package (permits, engineering blueprints, laboratory certifications, ANRE representation) is 100% included in the listed price. There are no additional charges.

According to ANRE regulations, your installed solar PV capacity cannot exceed the connection capacity specified in your technical connection permit. Typically, single-phase (230V) connections allow up to 5 kW, while three-phase (400V) connections support 10 to 25 kW. If you wish to install a larger system, Volt Master engineers can file an application to upgrade your household service capacity.

The statutory settlement period runs for one full calendar year ending March 31st. If you maintain a positive financial balance from summer generation, your electricity supplier (Premier Energy or FEE Nord) will either transfer the funds directly to your bank account or carry them forward as an advance payment for the next year.

Not necessarily. For smaller systems up to 3–5 kW, your existing single-phase 230V connection works perfectly. However, for modern homes requiring 8–15 kW with electric heating or heat pumps, a three-phase 400V service is necessary. Volt Master assists with the three-phase grid upgrade process if required.

The complete procedure typically takes between 30 and 45 calendar days. Physical installation of the panels takes just 1–2 days; the remaining time is allocated to utility procedures (permit issuance, ANRE inspection, and meter replacement).
